The wells, which were very costly to build due to the thickness of the limestone layer, enabled groundwater to be reached. They were essentially the prerogative of the municipal administration, which was responsible for drilling and regular maintenance. In 1648, there were 17 public wells throughout the city. Two of these were dug at the same time as the construction of the Navarre and Orval towers and the Petit-Sault tower, in the early 16th century. The large sums of money involved in the construction of such works also made it possible to finance these public facilities at lower cost.
